Primary Role

This position will focus on national state government and regulatory affairs issues in support of the regulated business, CSG and HOS, including but not limited to: National Association of Counties (NACo), National Association of State Energy Offices (NASEO), National Governors Association (NGA), US Conference of Mayors (USCM), Mississippi River Cities & Towns Initiative (OIC), National League of Cities, National Association of Water Companies (NAWC) (State legislative and regulatory issues), Smaller state support such as VA, MD & IA, Lead on Relationship Management Initiative, Alliance to Save Energy (ASE) (State legislative and regulatory issues), Blue–Green Alliance (BGA) (State legislative and regulatory issues), NARUC, (national Association of Regulatory Commissioners) NASUCA (National Association State Utility Consumer Advocates), FRI (Financial Research Institute) (Missouri), New Mexico State University Center for Public Utilities. Responsible for developing and implementing the company's National government affairs strategies, practices and processes in a consistent and integrated manner across all operating subsidiaries. Act as the primary management liaison between American Water Business Units, National and State Government Affairs Department and all operating subsidiaries, including the State Government Affairs Directors. Overall responsibility for developing and implementing company’s national strategy for overall community engagement and best practices that lead to successful outcomes of education campaigns. Provide leadership, strategy, vision and direction to identify, develop and implement best practices within and across all divisions and/or operating subsidiary to ensure functional excellence. Oversee of all contracted vendors in the area of National Government Relations. Manage the company's National Memberships to ensure the company is receiving the maximum benefits from such memberships.

Key Accountabilities

National/State Support:

  • Partner with the State Government Affairs Directors to provide support, resource and guidance to the Divisional and State Presidents and MBB to ensure that national, divisional and subsidiary external affairs needs are fully considered, integrated and aligned with the corporate office to maximize government affairs effectiveness and drive overall cost efficiencies.

  • Assure that national, state and local government relations issues are prioritized and receive the required corporate review. Partner with each division and MBB in addressing local/state issues that have broader implications for American Water.

Relationship Management:

  • Have primary management responsibility for alignment in each division to ensure functional excellence of all government affairs activities.

  • Provide strategic advice, executive coaching, mentoring, ongoing American Water’s other business units including relative to government counsel and training to the State Government Affairs Directors and affairs activities and ensuring functional excellence.

  • Define and implement best practice models in collaboration with the State Government Affairs Directors to insure alignment, integration and consistency with external communications.

National Strategy:

  • Develops in consultation with the Sr, VP External Affairs, Executive Leadership Team, and Senior Vice President External Affairs, the Company's national strategy federal strategy and implementing that strategy.

  • Responsible for identifying opportunities for thought leadership at a national level.

  • Lead company's external lobbyists to drive company's national legislative and regulatory agenda.

  • Build coalitions with trade associations and other similarly situated companies to accomplish objectives.

  • Develops white papers and co-ordinates the company's response to National policy initiatives.

  • Coordinate our National Affairs strategy with External Affairs, Regulatory policy and the other teams, supporting the company’s initiatives.

National Memberships:

  • Ensure the company is fully utilizing its National Memberships to implement its business objectives.

  • Coordinates the utilization by various lines of business within the company for each of the memberships, work with membership staff to drive company agenda.

  • Develop relationships with the stakeholders and staff represented prospects of the company in our National memberships to enhance the reputation and business

Experience / Education

  • Bachelor's degree. Masters preferred.

  • Minimum 10 years’ managing, leading and directing state and/or national legislative and regulatory affairs. Regulatory Experience preferred.

  • Direct experience with policy issues affecting water utility a plus.

Travel Requirements

50% national travel.
